HB 277, sponsored by Representative Scott Kawasaki (D-Fairbanks), safeguards Alaskans from the effects of the FCC's vote and ensures a free and fair internet for all users. Net neutrality rules prevent internet service providers from blocking or slowing down certain websites or charging higher rates based on content. In December 2017, the FCC repealed existing net neutrality rules and jeopardized Alaskans' ability to access information online. HB 277 is a state-level attempt to protect an open internet despite the FCC's decision.
