HB 118 would remove some prohibitions on incarcerated people's access to computers, and help them more easily obtain state identification. The bill would allow the Department of Corrections to approve the use of computers for rehabilitation or compliance with a reentry plan or case plan, including use related to access to legal materials, visitation, or health care. Additionally, it would create better opportunity for incarcerated people to build skills necessary to function in today's society -- professionally and personally -- to maintain positive social bonds, access behavioral health treatment, and arrange housing or healthcare, and to secure employment, as to better prepare them for life post-incarceration.
